Meng Aijun, a CPPCC member and deputy director of Guizhou Provincial Institute of Cultural and Historical Research, has proposed the empowerment of tourism development through cultural "soft power" to enhance its "hard power".

Libo county in Guizhou province boasts abundant tourism resources, including the 4A-rated Yaoshan Ancient Village scenic spot, and another nine 3A-rated scenic spots. During the first three days of the 2024 Spring Festival holiday, the county received a total of 148,170 tourists, marking a 66.6-percent year-on-year increase.

In addition to its natural beauty, the county possesses rich cultural and intangible heritage resources. Meng has emphasized the need to better tap into the county's historical and cultural resources, develop its educational tourism, and strengthen cultural empowerment in order to better its tourism industry.

This strategy involves utilizing cultural "soft power" to enhance the "hard power" of tourism development. This can be done through cultural construction and the integration of culture and tourism.

Furthermore, the county is home to historical sites, such as the former residence of martyr Deng Enming. These sites require further enrichment and optimization in order to contribute to the development of high-quality red tourism routes.
