Shi Huifen, a deputy to the National People's Congress (NPC) National Committee from Southwest China's Guizhou province, is devoted to the education of children with special needs.

As a math teacher at a special education school in Zunyi, Shi notices the difficulties faced by students when watching TV. Normally the sign language is displayed on the lower left quarter of the screen in a small size, which makes it difficult to see clearly.

One of Shi's proposals to this year's NPC session is to increase the screen proportion of sign language displays and thus help the deaf to watch TV more freely.

Shi will also suggest the construction of a railway between Peilin, Chongqing and Liuzhou, Guangxi in the 14th five-year plan, with the hope of allowing Wuchuan Gelao and Miao autonomous county to benefit from the railway and develop its tourism and mineral resources.

In addition, the railway would be expected to make the traffic more convenient in Wuchuan, and provide more opportunities for Wuchuan's students to seek work.

In 2019, Shi participated in more than 20 investigations, visits and meetings, which laid a solid foundation for her proposals and suggestions.
