Gao is the secretary-general of the Shanghai Academy of Global Governance & Area Studies (co-built by the Ministry of Education and Shanghai International Studies University), executive deputy director of the Center for British Studies at Shanghai International Studies University, executive deputy director of the European Collaborative Research Center at Shanghai International Studies University, doctor of philosophy, and researcher at the Oriental Thinktank.

Gao is adept at comparative culture between China and the West, economic strategies of China and European Union, and European politics, economy, society and culture.
