The work report was divided into two sections: a review of Guizhou's achievements in 2024 and the announcement of its main goals for 2025.
In 2024, Guizhou made significant progress in the construction of major projects, developing a modern industrial system, and seizing national policy opportunities to stabilize investment and boost consumption. Efforts to consolidate poverty alleviation achievements and promote rural revitalization were effective. Additionally, the province deepened reform and opening-up, enhanced ecological construction, and improved people's well-being and development.
For 2025, Guizhou is aiming for a GDP growth of approximately 5.5 percent, an increase of over 7.5 percent in output value of industries above a designated size, and fixed asset investment growth above 4 percent.
Other targets include a 5-percent rise in retail sales, 2-percent growth in general public budget revenue, and 5-percent and 7-percent increases in urban and rural outcomes, respectively. The province also seeks to create 600,000 urban jobs while keeping the unemployment rate at about 5.5 percent.
To achieve these goals, nine key areas will be prioritized, including stabilizing investment and boosting consumption, advancing industrial development, strengthening rural vitalization, and enhancing people's livelihoods.
Reports on Guizhou's 2024 national economic and budget performance and 2025 development and fiscal plans were also reviewed at the session.
