According to the Ministry of Transport's opinions on transportation construction which it issued recently, Southwest China's Guizhou province will innovate a new transportation investment and financing model, construct an intelligent transportation system, and integrate transportation with tourism development.

Guizhou plans to research a public-private partnership (PPP) model of commercial road funding over the next one to two years, and then guide its implementation.

Within the next three to five years, Guizhou will then launch several PPP expressway projects, which can utilize available transportation infrastructure funding sources and optimize the endowment model of the transportation industry.

Guizhou will complete the construction of four platforms over the next one or two years: for transportation big data quality supervision, investment warnings, comprehensive rural services, and travel services.

In the next three to five years, Guizhou will build one intelligent interactive expressway data net, one intelligent expressway big data platform, and an intelligent expressway application system. It will also unify standards for design, construction, operation and maintenance.

Guizhou will promote highways connecting core scenic spots and other tourism sites. Relying on high-quality tourism resources such as Libo county, Fanjing Mountain and grand bridges, Guizhou will construct highways with tourism in mind.

To further construct, operate and maintain the roads in rural areas, Guizhou will launch road improvement projects in counties and townships, and develop a comprehensive management platform for rural roads.

Guizhou will also establish a safety risk management and control system for highway construction and operation in mountainous areas.
